He likes trucks and tractors, so I found this tutorial here and expounded on the idea a little. (Honestly, what three year old would be entertained with just one road to drive on?)
This is how it turned out! It was the funnest project I've worked on in a long time!

I am here to testify that this has been the hit of the neighborhood and our entire child church population! The boys have loved it, the cousins have loved it, and lots of kids have been staring jealously over the church benches at them! Thanks Amy, you're amazing.
